Position: Assistant Director – Planning and Training

Routinely reports to: Deputy Director

Position Summary

This position will be responsible for drafting and maintaining a variety of documents associated with the Planning process. This position fills one of the Command Staff positions within the Incident Command System framework when the Emergency Operations Center (EOC) or Command Post (CP) is activated. This position will also be responsible for scheduling, documenting and in some cases, conducting training that may be required for Emergency Management and its associated agencies. This individual must be self-motivated and focused on completing their assigned tasks on a tight schedule, with minimal direction from their supervisor. This individual will be responsible for creating a weekly work plan as well as weekly work reports and submitting them to the Chain of Command on a prescribed basis. This position will spend approximately 80% of their scheduled work time in the office completing tasks included in this job description and will routinely report to EM-2, the Deputy Director. This position does not routinely supervise other staff but may be assigned an intern to assist with work projects from time to time. Tasks for this position include but are not limited to the following.

Position Responsibilities

  • Serving as the Planning Section Chief (PSC) for Warren County Emergency Management when the EOC is activated at any level. This position may also be expected to serve in the same role during CP deployments or activations.
  • Drafting Incident Action Plans (IAP) as required for training and exercises, large events, and incidents.
  • Coordinate the execution of the “Planning P’ during EOC activations, including scheduling and issuing invitations to all meetings shown in the “Planning P” subject to the approval of the Incident Commander and the individual responsible for conducting the meeting(s).
  • Following activations required for incidents or large events, this position will coordinate the collection of input (virtually or in-person) for the drafting of an After Action Report. Once assembled, this position will have document reviewed by the Executive Director prior to any release. Release/sharing of the document must always be approved by the Director.
  • Developing and maintaining the Warren County Emergency Operations Plan (EOP) in a format stipulated by the agency and as required by Kentucky Revised Statutes.
  • Developing and maintaining a Continuity of Operations Plan (COOP) for Warren County Emergency Management. This plan will include alternate sites for conducting routine agency business and an alternate location for the EOC.
  • Through the Executive Director and the County Judge Executive, this position will assist with the drafting of and maintenance of a Continuity of Government (COG) Plan for Warren County, Kentucky. This plan may also include portions or elements for the incorporated sections of the County.
  • Assist the current contractor with or draft the Warren County Mitigation Plan in a format that meets requirements set forth by the Federal Emergency Management Agency (FEMA) or Kentucky Emergency Management (KYEM).
  • Assist with the review of emergency plans for SARA Title III reporting facilities in Warren County.
  • Provide input and support to the Healthcare Emergency Area 4 Response Team (HEART) Coalition on the development of regional plans that require emergency management input.
  • The successful candidate shall be responsible for coordinating with the Deputy Director – Technical Rescue Team (TRT)/Warren County Search and Rescue (SAR) Coordinator to schedule and conduct continuing education necessary to enable the agency to remain eligible for the annual SAR grant process conducted by KYEM.
  • The successful candidate will assist with documenting and tracking staff education requirements.
  • Coordinate with the Administrative Specialist the scheduling of service and repairs for equipment or for other maintenance of facilities, vehicles and equipment:
    • To ensure service contracts are utilized as available and appropriate,
    • To obtain quotes and estimates as may be required by County Code, and
    • To ensure budgetary support is available to cover costs.

Required Qualifications

  • A high school diploma or GED.
  • Demonstrated experience in producing some or all of the documents listed in “Position Responsibilities” section of this document.
  • Developing and maintaining professional relationships with leadership and members of the emergency response community, staff of local, state and federal government, and with government leadership at all levels to promote teamwork and participation in the drafting of the documents previously listed.
  • Maintaining a high level of professionalism to promote a positive image of our agency and Warren County Government.
  • Must have basic computer knowledge and familiarity with Microsoft Word, Excel and PowerPoint to enable the employee to complete paperwork, including plans, checklists and correspondence.
  • Maintaining a Kentucky Driver’s License with a driving history acceptable to the county insurer.
  • Climbing ladders, lifting/carrying heavy objects, standing for prolonged periods of time, sufficient dexterity to use tools and operate.
  • Operating and safely driving a variety of motorized wheeled vehicles with conventional and air braking systems, automatic and manual transmissions, and other unique features.
  • Developing and maintaining the skills needed to connect/disconnect, pull, and back single and multi-axle trailers.
  • Responding to incidents/requests for Emergency Management assistance during regularly scheduled and non-scheduled work hours and assuming the role necessary to provide incident support.
  • Must supervise jail employees who are obtained from the Warren County Jail and subsequently assigned to assist with completion of tasks for the Emergency Management office. This position is expected to obtain and maintain the credentialling necessary to supervise inmates utilized to complete the position tasks in this document.

Preferred Qualifications

  • A bachelor’s degree with a focus in emergency management or emergency planning.
  • Obtain and maintain Federal Aviation Administration (FAA) Part 107 licensing for drone operations. Costs incurred by the employee are reimbursable upon attaining their license.
  • Obtain and maintain a Technician (minimally) or General (preferred) Class Amateur Radio License through the Federal Communications Commission (FCC)
  • Credentialing in Hazardous Materials at the Operations, Technician, and/or Incident Command levels.

Education, Certificates, Licenses and Qualifications

  • Education requirements
    • Within six (6) months of employment, the successful candidate must complete the following online training courses through the FEMA Emergency Management Institute:
      • IS-100.c: Introduction to the Incident Command System, ICS-100
      • IS-200.c: Basic Incident Command System for Initial Response, ICS-200
      • IS-700.b: An Introduction to the National Incident Management System
      • IS-800.d: National Response Framework, An Introduction
      • IS-230.e: Fundamentals of Emergency Management
      • IS-235.c: Emergency Planning
    • Hold CPR and First Aid certification through the American Heart Association or American Red Cross. The employee will be reimbursed for class costs upon presenting a receipt and course completion card/certificate.
    • Awareness level training in Hazardous Materials and Moving/Swift Water Rescue.
    • Within twelve (12) months of employment, the successful candidate must complete the following additional training courses at locations authorized by the Director:
      • ICS-300: Intermediate ICS for Expanding Incidents
      • ICS:400: Advanced ICS for Complex Incidents
      • E/L-0996: All Hazards Planning Section Chief Course
    • Within twenty-four (24) months of employment, he successful candidate must obtain instructor certification in ICS 300 and ICS 400 and other courses specified by the Director.
    • Within thirty-six (36) months of employment, the successful candidate must complete the National Qualification System Planning Section Chief Position Task Book and seek credentialing through the Kentucky Qualification System managed by KYEM.
    • The successful candidate shall also be required to complete training on a timeline specified by the Director that is:
      • Determined to be needed to support the agency
      • Required to maintain the agency’s eligibility for grants and other sources of funding.
    • The agency will support this employee in obtaining other education subject to approval by the Chain of Command based on its relevance to the agency’s mission and the employee’s availability to schedule it into their work plan.
