The Division for Environmental Planning & Assistance manages the Warren County Area Solid Waste Management Plan. The plan is a state-mandated document approved by Warren County Fiscal Court and all municipalities in the county. The WCASWMP continues to serve as the guide for all Warren County solid waste management activities, including recycling, monitored by the Commonwealth of Kentucky.

The plan is updated every five years in coordination with the county’s Clean Communities Committee and is divided into several categories prescribed by the state: Collection, Disposal, Recycling, Open Dumps, Litter, Siting, Enforcement, Public Participation and Financial.

Principal to Warren County’s plan is Fiscal Court’s issuance and management of Solid Waste and Recycling Franchises. DEPA works with local codes enforcement boards and area prosecutors to assure participation in waste collection and recycling, as well as to prevent and cure illegal dumping and littering in the county.

Warren County has cleaned nearly 1,000 illegal open dumpsites over the past 30 years, and is one of five counties holding the unique Kentucky Certified Clean County designation.

2022 Warren County Area Solid Waste & Recycling Request For Proposals

Warren County Fiscal Court on November 7, 2021, issued a Request for Proposals (RFP) for solid waste and recycling services to begin next year. The formal process involves advertising this request over a 60-day period. Interested parties must return their sealed proposals as bids to the Office of Warren County Judge-Executive Mike Buchanon before that time has passed. Afterwards, these sealed proposals will be opened and announced publicly.

County staff and the fiscal court’s Solid Waste Committee will review proposals. Those meeting the criterial of the RFP may be considered by the fiscal court during a course of open meetings, at which the proposers will make a presentation. The fiscal court is the decision making body, but may ask other affected local governments, agencies and entities for input.

Only proposals considered in the best interest of the county and its citizens will be considered for the award of a franchise. Multiple franchises are expected to be offered, including exclusive and non-exclusive services and service areas.

Successful proposers are expected to begin providing their services as franchisees after completing a franchise agreement contract with Warren County Fiscal Court. However, due to the complexity of some offerings and supply/labor issues, franchisees may have varying startup dates.

Report Litter & Dumping

Contact us through our online portal to report litter, especially road litter, so that we can keep our county clean!

NOTICE: Dumping of tires is illegal. Anyone caught dumping or having participated in the conspiracy to dump tires illegally in Warren County will be prosecuted to the full extent of the law. Warren County recommends that tires be left at certified tire retailers who are collecting the fees to allow for proper disposal when tires are replaced with new tires. These retailers also accept used tires for disposal for a nominal fee per tire.
