Position – Deputy Director Training and Operations

 

Job Summary

Summary: Under general supervision, this position will be responsible for professional planning and oversight of the Emergency Planning program within Warren County EMA. This position requires significant contact and coordination with first responders and volunteer groups, municipalities, regional and state organizations. Work is required throughout.

Warren and surrounding counties and attendance at evening meetings is required. The Emergency Management Deputy translates federal emergency preparedness initiatives into regional and local first response contexts. Depending upon workload and skills of the incumbent, the Emergency Management Deputy may also carry out projects or manage programs in other areas of the agency’s work, such as transportation planning, GIS, land use planning, hazard mitigation, community development and grants management and hazardous materials compliance.

The Emergency Management Deputy is under the general supervision of the Emergency Management Executive Director. The position requires communication and coordination with all staff members working on related projects, as well as Fiscal court and city commission members, local officials, state, federal and regional organizations, and the public. The public are our number one customer along with the safety of other responders and local government.

The title of Deputy Director may also include, in accordance with Chapter 39B.030 of the Kentucky Revised Statutes, the most significant responsibility of the Emergency Management Department is to represent the County Judge/Executive and City Mayor(s) on all matters pertaining to the comprehensive emergency management program and disaster and emergency response.

The intent of Warren County Emergency Management Work to establish and maintain work related partnerships and relationships is critical to building a team atmosphere for implementation of the comprehensive emergency management program.

Additionally, another responsibility of the Emergency Management Department is to respond, and have full access, to the scenes of an emergency, declared emergency, disaster, or catastrophe to immediately investigate, analyze, or assess the seriousness of all situations; to coordinate the establishment and operation of a local incident command or management system; to execute the local emergency operations plan, as appropriate; to activate the local emergency operations center or on-scene command post; to convene meetings, gather information, conduct briefings and fully expedite and direct the disaster and emergency response of all local public and private agencies. Therefore, the Emergency Management Deputy Director will assist the Director with these responsibilities.

 

Job Responsibilities

  • Assist the Director with management of the all-hazards comprehensive emergency management program and Emergency Operations Plan.  The goal of the comprehensive emergency management program is to attempt to reduce vulnerability to all hazards and enable the community to be more resilient to significant emergencies and disasters.
  • Assist with the coordination of efforts towards core capabilities in the prevention, protection, mitigation, response, and recovery mission areas.
  • Assist with the coordination of the Preparedness Cycle for the comprehensive emergency management program including planning, organizing, and equipping, training, conducting exercises, evaluation, and improvement.
  • Routinely coordinate preparedness efforts with the “whole community” to include representatives from all levels of government; public safety agencies, private sector, non-governmental, volunteer and faith-based organizations.
  • Research, Coordinates, organizes, analyzes, evaluates, and implements All-Hazards comprehensive emergency planning efforts with local agencies and organizations, municipalities, public safety departments, hospitals, school systems, transportation entities and other regional emergency response partners.
  • Respond to the scenes of emergencies, declared emergencies or disasters to assist with incident management or aid other public safety agencies; and perform or provide for services not ordinarily performed by local public safety agencies.
  • Acts as a liaison between local, state, and federal response agencies to analyze, interpret, and communicate emergency management and life safety guidance and information to ensure state Emergency Management objectives are met.
  • Design, develop and present training material, distribute training and educational materials, design and conduct training, exercises, courses, and programs for various public and private organizations along with the public.
  • Assist communities with the incorporation of Federal Governments requirements of NIM’S and ICS structure into EM operations.
  • Assist communities with the development of rapid Response plans and Emergency Operations Plans to ensure consistency with the Commonwealth of Kentucky Emergency Operations Plan and Federal NIMS Requirements.
  • Serves as agency meteorologist by providing updates to key stakeholders, government officials, and partner agencies on weather conditions that may directly impact the community.
  • Coordinates, Develops, and distributes emergency preparedness messages for the public and responders through social media and mass notification systems.
  • Support stakeholders during community events through planning, logistics, resource acquisition and allocation.
  • Research, develop, implement, maintain, and evaluate all emergency plans including emergency operations plans, continuity of operations plans, incident/event action plans, facility specific plans, and other plans assigned.
  • Leads, administers, and assists with the development, implementation, coordination, delivery, and evaluation of emergency preparedness training and exercises for both internal and external stakeholders.
  • Serves as agency Public Information Officer (PIO) by answering media inquiries, issuing press releases, and maintaining agency social media as assigned and required by the EMA director.
  • Performs on-call duties when scheduled and reports to work within specified time frame. Works alternate shift schedules when necessary and during times of disaster to include evenings, weekends, and holidays as required and assigned.
  • Be able and willing to deploy with local, state, and federal incident management teams as assigned.
  •  All other duties as assigned.
  • Available 24/7/365 days a year to be able to respond to emergencies locally and Regionally and Statewide at the request of KYEM and the Governor’s office.
  • Available 24/7/365 days a year to report to the Emergency operations center or designated location during a emergency or disaster.
  • Available to work 24 hours continuously during large scale emergencies or disasters.
  • Complete required training as subscriber by KYEM and Warren County Emergency management.
  • Maintain, service and calibrate equipment and software of Warren County Emergency and computers and all IT equipment etc.

 

Job Required Qualifications

  • A bachelor’s degree or equivalent in Emergency planning in a closely related field such as, First response agencies, Fire Service, law Enforcement, Emergency Medical, Homeland security, Meteorology, Public Health, Emergency Management, or military.
  • A base knowledge certification and skills in Emergency management and planning Experience to include FEMA ICS 100, ICS 200, ICS 700, ICS 800, ICS 300, ICS400, G191 Emergency Operations Center/ Incident Command, IS 2200 Basic emergency Operations center functions, ELG 2300 Intermediate Emergency Operations center.
  • A background work experience of at least 2 years in Emergency management, emergency planning and operations, First response agencies, Fire Service, law Enforcement, Emergency Medical, Homeland security, Meteorology, Public Health ,Emergency Management, or military.
  • A master’s degree in a relevant field may be substituted for 2 years’ work experience.
  • Must be able to effectively converse, write and conduct business in the English language using proper grammar.
  • Must possess good verbal skills ability to communicate effectively with coworkers, peers, management, and the public with clear easily understood explanations and directions.
  • Must possess basic mathematical skills to perform computations during emergency response.
  • Demonstrated abilities to work with complex regulations and issues.
  • Must possess reasoning skills for educated decisions that are timely, well researched and reflective of decisions impact, based on emergency event challenges.
  • To work individually, or as a part of a team and to represent the agency in its work with local municipalities, state agencies, Regional Groups, citizens organizations and the public are essential.
  • Advanced Computer Skills. GPS and or GIS, Word, Excel, PowerPoint.
  • Possess basic electrical and mechanical knowledge for warning systems and Motor Vehicle Operations to help if need.
  • The ability to lift and carry 50 lbs. or more.
  • Shall be required to travel for required training that applies to this position.
  • Must be a US Citizen 18 years old or older, with a valid KY Driver’s license and reside within Warren County within 6 months of employment.
  • Must sign and maintain a confidentiality agreement. Must maintain personal Integrity and remain free of any felony convictions.  Must adhere to the applicable provisions of the Department Rules and Regulations, the Personnel Policy Manual, he Warren County Administrative Code, the Kentucky Revised Statutes, and any other procedures, rules, regulations, and polices set forth by appropriate authorities.

Working Conditions and Hazards  

  1. Most work will be performed in an office, library, computer room or other environmentally controlled room.
  2. Emergency response activities may require work in adverse weather and hazardous conditions that may expose this position risks including, but not limited to, risks imposed by roadway hazards and traffic, hazardous materials including chemical, biological, radioactive, nuclear or explosives, uncertain terrain, severe weather, poor lighting, uncertain building stability, structural or other fires and explosions, and uncertain intent of individuals encountered while performing assigned duties.
  3. Some emergency response activities may require work in a full body protective suit with respirator from protection of potential biological, chemical, or nuclear material hazards.
  4. Travel will be required for training in related subjects and emergencies.

 

Certificates, Licenses and Registrations

  1. The candidate has completed the following National Incident Management Systems (NIMS) Courses: IS-100, IS-700, IS-800, IS-200, G191, ICS 300, ICS 400, IS-2200, E/L/G-2300. ( Please attach copies of certificates with resumes.)
  1. It is required that the candidate possess or obtain training at the Hazardous Materials Operations Level within six months of employment.
  2. It is preferred that pertinent and related public safety certifications and/or licenses (i.e. Certified Law enforcement Officer, Emergency Medical Technician, Paramedic, Firefighter, etc.) currently held are maintained.
  3. Must possess a valid Kentucky Operators License to operate a motor vehicle.
  4. It is preferred that the candidate possesses or can obtain training to allow the jurisdiction to certify the employee as a Hazardous Materials Response Technician and/or Specialist within one year of employment.
  1. It is preferred that the candidate possesses or can obtain training to allow the jurisdiction to certify the employee as an instructor thru a certifying agency such as Law enforcement, Fire service, Emergency Medical service , Kentucky Division of Emergency Management, US Government contractor, Department of Public health, Environmental Protection Agency, University, or another certifying agency.
  2. It is preferred that the candidate possess or obtain certification as a Certified Emergency Manager (CEM) or Associate Emergency Manager (AEM) from the International Association of Emergency Managers within two year(s) of employment.
