Position: Assistant Director – Logistics Support

Routinely reports to: Deputy Director

Position Summary:

This position will be responsible for providing technical and hands-on maintenance for Emergency Management systems and equipment. This individual must be self-motivated and focused on completing their assigned tasks with minimal direction from their supervisor. This individual will be responsible for creating a weekly work plan as well as weekly work reports and completion of work orders and submitting them to the Chain of Command on a prescribed basis. This position will spend approximately 80% of their scheduled work time in the field completing tasks included in this job description and will routinely answer to EM-2, Deputy Director. This position does not routinely supervise other staff but may be assigned an intern from time to time. Tasks include but are not limited to the following.

  • Monitoring, inspecting and maintaining the County Outdoor Warning System (COWS). This includes but is not limited to the following tasks.
    • Performing Federal Signal software checks of all sites on each workday to assure each site tests okay;
    • Perform a visual inspection of each site monthly to verify that the site has not been tampered with (locks in place, copper ground wires intact) and that no damage is noted at or around the site;
    • Service and replace as needed electrical, mechanical, radio components and batteries at each site;
    • Coordinate maintenance of the grounds around each site (spraying, weeding, tree trimming, clearing fence rows)
  • Monitoring, exercising, inspecting and maintaining the Emergency Management wheeled fleet (motorized and non-motorized). This includes but is not limited to the following tasks.
    • Monthly, check all rolling stock to include all fluid levels, load test any batteries installed, conduct under vehicle and under hood visual checks for fluid, fuel and lubrication leaks, inspect all belts and hoses for leaks, cracks and dry rotting, check tire tread and sidewalls for inconsistent wear or deterioration, check all lights (headlights, turn signals, brake lights, back-up lights, marker lights) for operation.
    • Maintain sufficient fuel levels to keep motorized vehicles, response ready. Treat fuel on a scheduled basis to keep it from deteriorating and damaging the motor’s fuel system.
    • Monthly, drive each motorized vehicle at least five (5) miles, combined street and highway miles, to test acceleration, braking and other vehicle functions.
    • Quarterly, connect to and pull each trailer owned by the agency at least five (5) miles, combined street and highway miles, to test pull alignment, braking and other trailer functions.
    • Coordinate the provision of preventive maintenance for the fleet, based on hours of operation, mileage, and/or calendar days, specific failures or issues identified during inspections. Budgetary approval must be obtained prior to scheduling maintenance.
    • For equipment maintained outside, coordinate maintenance of the grounds around each site (spraying, weeding, tree trimming, clearing fence rows) to assure that grass and weeds are kept trimmed and neat.
  • Inspecting and maintaining radio communications sites. This includes but is not limited to the following tasks.
    • Perform a visual inspection of each site monthly to verify that the site has not been tampered with (locks in place, copper ground wires intact, guy wires secure) and no damages are noted to or around the site;
    • Service and replace or assist with replacing as needed electrical, mechanical, radio components and batteries;
    • Coordinate maintenance of the grounds around each radio/tower site (spraying, weeding, tree trimming, clearing fence rows).
  • Inspecting and maintaining emergency generators. This includes but is not limited to the following tasks.
    • Monthly, check generators at each communications/tower site and at other locations designated on the generator site checklist. Checks should include all fluid levels, load test any batteries installed, conduct under hood visual checks for fluid, fuel and lubrication leaks, inspect all belts and hoses for leaks, cracks and dry rotting, and load test each generator. As a part of that check, communicate and coordinate with Dispatch at Bowling Green Police Department to determine if they have any error messages at dispatch regarding the generator being checked.
    • At no time should fuel levels in a generator be allowed to drop below three-quarters (3/4) of a tank. Treat fuel on a scheduled basis to keep it from deteriorating and damaging the motor’s fuel system.
    • Coordinate the provision of preventive maintenance for generators, based on hours of operation, mileage, and/or calendar days, specific failures or issues identified during inspections. Budgetary approval must be obtained prior to scheduling maintenance.
    • For equipment maintained outside, coordinate maintenance of the grounds around each site (spraying, weeding, tree trimming, clearing fence rows) to assure that grass and weeds are kept trimmed and neat.
  • Inspecting and maintaining storm shelters (Safe Rooms) across the county. This includes but is not limited to the following tasks.
    • Conducting inspections of each building monthly to assure cleanliness of the facility and its readiness to be occupied. Perform basic janitorial duties, as needed.
    • Checking operation of the hand wash stations, radio equipment and ventilation systems in each shelter.
    • Check porta-potties located adjacent to storm shelter for cleanliness and adequate supplies.
    • Visually inspect the interior and exterior of the facility for water leaks and/or deteriorating paint or sealant. Replace as needed.
  • Coordinate with the Administrative Specialist the scheduling of service and repairs for equipment or for other maintenance of facilities, vehicles and equipment:
    • To ensure service contracts are utilized as available and appropriate,
    • To obtain quotes and estimates as may be required by County Code, and
    • To ensure budgetary support is available to cover costs.
Required Qualifications

 

  • Climbing ladders, lifting/carrying heavy objects, standing for prolonged periods of time, sufficient dexterity to use tools and operate equipment (mowers, weed eaters, chainsaws, air compressors) needed to perform maintenance, performing painting and sealing of county properties using brushes, rollers and sprayers.
  • Operating and safely driving a variety of motorized wheeled vehicles with conventional and air braking systems, automatic and manual transmissions, and other unique features.
  • Developing and maintaining the skills needed to connect/disconnect, pull, and back single and multi-axle trailers.
  • Developing and maintaining professional relationships with leadership and members of the emergency response community, staff of local, state and federal government, and with government leadership at all levels to promote a positive image of our agency and Warren County Government.
  • Responding to incidents/requests for Emergency Management assistance during regularly scheduled and non-scheduled work hours and assuming the role necessary to provide incident support.
  • Must supervise jail employees who are obtained from the Warren County Jail and subsequently assigned to assist with completion of tasks in this position description. This position is expected to obtain and maintain credentialing necessary to supervise inmates utilized to complete the position tasks in this document.
  • Must have basic computer knowledge and familiarity with Microsoft Word, Excel and PowerPoint to enable the employee to complete paperwork, including checklists and inspection records or inventories of Emergency Management county-owned equipment.
  • Maintaining a Kentucky Driver’s License with a driving history acceptable to the county insurer.

 

Preferred Qualifications

 

  • Obtain and maintain Federal Aviation Administration (FAA) Part 107 licensing for drone operations. Costs incurred by the employee are reimbursable upon attaining their license.
  • Obtain and maintain a Technician (minimally) or General (preferred) Class Amateur Radio License through the Federal Communications Commission (FCC)
  • IT experience, including the set up and installation of switches, routers and other computer/IT components. Creating and/or repairing CAT5/6 and other IT and/or radio cables.
  • Credentialing in Hazardous Materials at the Operations, Technician, and Incident Command levels.

 

Education, Certificates, Licenses and Qualifications

 

  • Education requirements
    • Within six (6) months of employment, the successful candidate must complete the following online training courses through the FEMA Emergency Management Institute:
      • IS-100.c: Introduction to the Incident Command System, ICS-100
      • IS-200.c: Basic Incident Command System for Initial Response, ICS-200
      • IS-700.b: An Introduction to the National Incident Management System
      • IS-800.d: National Response Framework, An Introduction
      • IS-230.e: Fundamentals of Emergency Management
    • Hold CPR and First Aid certification through the American Heart Association or American Red Cross. The employee will be reimbursed for class costs upon presenting a receipt and course completion card/certificate.
    • Awareness level training in Hazardous Materials and Moving/Swift Water Rescue.
    • Within twelve (12) months of employment, the successful candidate must complete the following additional training courses at locations authorized by the Director:
      • ICS-300: Intermediate ICS for Expanding Incidents
      • ICS-400: Advanced ICS for Complex Incidents
    • The successful candidate shall also be required to complete training on a timeline specified by the Director that is:
      • Determined to be needed to support the agency
      • Required to maintain the agency’s eligibility for grants and other sources of funding.
    • The agency will support this employee in obtaining other education subject to approval by the Chain of Command based on its relevance to the agency’s mission and the employee’s availability to schedule it into their work plan.

SALARY: $36,000.00 – $40,000.00
